Fix syntax error in DistributedLock "DELETE"

Changed the "DELETE" to "DELETE FROM" to fix this error:
  You have an error in your SQL syntax; check the manual that corresponds
  to your MariaDB server version for the right syntax to use

This source repository contains the ONAP Policy DroolsPDP code. To build it:

  1. using Maven 3
  2. git clone http://gerrit.onap.org/r/oparent and copy oparent/settings.xml to ~/.m2
  3. mvn clean install
