Fix compilation issue due to generic Exception

After modifying common to remove generic Exceptions, drools-pdp would
no longer compile.  Had to modify drools-pdp to accomodate the
specific exception.

This source repository contains the ONAP Policy DroolsPDP code. To build it:

  1. using Maven 3
  2. git clone http://gerrit.onap.org/r/oparent and copy oparent/settings.xml to ~/.m2
  3. mvn clean install
