Fix sonar code issues for api-state-management

Renamed constants, adding "DO_" prefix or "_STATE" suffix.
Removed spurious exceptions from "throws" clauses.

This source repository contains the ONAP Policy DroolsPDP code. To build it:

  1. using Maven 3
  2. git clone http://gerrit.onap.org/r/oparent and copy oparent/settings.xml to ~/.m2
  3. mvn clean install
