Upgrade drools-pdp to match policy/engine

Drools-pdp, drools-application and policy/engine must remain
in synch with version numbers.

This source repository contains the ONAP Policy DroolsPDP code. To build it:

  1. using Maven 3
  2. git clone http://gerrit.onap.org/r/oparent and copy oparent/settings.xml to ~/.m2
  3. mvn clean install
