Bump drools-pdp master to 1.8.0-SNAPSHOT

Bumping minor version now that guilin branch has been created.
Also repointed to snapshot versions for dependencies.

This source repository contains the ONAP Policy DroolsPDP code. To build it:

  1. using Maven 3
  2. git clone http://gerrit.onap.org/r/oparent and copy oparent/settings.xml to ~/.m2
  3. mvn clean install
