Use POLICY_LOGS env variable in logging.properties
Some logger.properties have /var/log/onap hard-coded; changed those
to use $POLICY_LOGS.
Other logger.properties had ${POLICY_LOGS} instead of ${{POLICY_LOGS}};
fixed those, too.
