policy/engine changes to support PE https

Enabled https connector in server.xml and modified the docker-install.sh
to fix the default variable name for policy truststore

This source repository contains the ONAP Policy Engine code. To build it:

  1. using Maven 3
  2. git clone http://gerrit.onap.org/r/oparent and copy oparent/settings.xml to ~/.m2
  3. mvn clean install
