JPA concepts for TOSCA

Implement the Database persistence parts for the new TOSCA concepts so
that those concepts can be written to and read from the database.

First batch of comment fixes

This source repository contains the ONAP Policy Model code that is agnostic to any PDP. It is common amongst all the repositories.

To build it using Maven 3, run: mvn clean install
