Remove lombok version and override

Don't need lombok version and the other version tag is overriding
the root pom.xml. Which is the same anyway. Eclipse is good at
flagging these.

This source repository contains the ONAP Policy Model code that is agnostic to any PDP. It is common amongst all the repositories.

To build it using Maven 3, run: mvn clean install
