Fix sonars from depeendency upgrade

The dependency upgrades in policy-parent caused some new sonars.  In
particular, initMocks() has been deprecated - replaced with calls to the
Mockito Runner, in most cases.  Changed to openMocks() in one case and
removed unnecessary stubbings.
