Do not deploy tutorial code

The tutorial code is really only for developers to kick the tires,
no need to deploy it to the repositories. Since we do not have rights
to onap.policy.tutorials, any deployment will fail.

This source repository contains the ONAP Policy XACML PDP engine code.

To build it using Maven 3, run: mvn clean install
