Import TOSCA data_types defined in VSP

Import TOSCA data_types defined in a VSP, storing it inside
the vertex metadata, so the data type is a private resource
for the created VF.
Adds a new package with new data types declaration
(unknown to SDC) to be tested by the sdc-tests-api.
