Improvements of builds Helm Manager Dockerfile now uses "apt get update" in the same command as it installs to avoid intermittent problems. The Policy Agent pom now has a version for the org.codehaus.mojo:exec-maven-plugin to avoid warning during build. The O-RAN SC Non-RT RIC provides support for non-real-time intelligent radio resource management, higher layer procedure optimization, policy optimization in RAN, and providing guidance, parameters, policies and AI/ML models to support the operation of the Near-RT RIC to achieve higher-level non-real-time objectives.
