Move all business logic code under template folder

- enable git usage for this folder

Operation and Maintenance (OAM) root repository

This repository acts as root O-RAN-SC OAM repository.

To generate the documentation the project must be cloned and the following command must be executed:

 tox -e docs,docs-linkcheck
