Sync up to the latest it/dep commit. This patch implemented the delta between the initial commit of RICPLT and the it/dep commit 6a84d34982f18bd3d412daa37abf0ba21ea8260c. It mainly implements new configurations for a1mediator, e2mgr, rsm and rtmgr. Please notice that the new configruations may not work with the amber release container images.
