1490 Implement random source ports for interactions with
1491 upstream nameservers. New spoofing attacks have been found
1492 against nameservers which do not do this, though it is not
1493 clear if dnsmasq is vulnerable, since to doesn't implement
1494 recursion. By default dnsmasq will now use a different
1495 source port (and socket) for each query it sends
1496 upstream. This behaviour can suppressed using the
1497 --query-port option, and the old default behaviour
1498 restored using --query-port=0. Explicit source-port
1499 specifications in --server configs are still honoured.

1501 Replace the random number generator, for better
1502 security. On most BSD systems, dnsmasq uses the
1503 arc4random() RNG, which is secure, but on other platforms,
1504 it relied on the C-library RNG, which may be
1505 guessable and therefore allow spoofing. This release
1506 replaces the libc RNG with the SURF RNG, from Daniel
1507 J. Berstein's DJBDNS package.

1509 Don't attempt to change user or group or set capabilities
1510 if dnsmasq is run as a non-root user. Without this, the
1511 change from soft to hard errors when these fail causes
1512 problems for non-root daemons listening on high
